Abstract

Ther is a control political systemic criminologycal control on the social movements of resistance starting from the juridical-military and political instances. But the juridical system, doesn’t come to the one away from him same, because beyond their system, created by their own rules and interests, another reality doesn't exist. For that reason the juridical prision system doesn't see to the society nor the social conflicts, although it says that is referd to the protection and security of the society and although they are attributed purposes, results, effectiveness, order and stability. The penal right only goes likewise and in its inclusion environment, it is born, it grows and is reproduced between its own principles and dogmas, being constituted in a true instrument of power that spreads to criminalize the poverty, but fundamentally it is used, in a political way, for the social movement that it is opposed to the system control.
The social movements of resistance like historical processes are analyzed in the context of the situation of a transition that is formed and it is revalued in the own objectives and contents of the social fight. The resistance is thought as an articulation of the difference, it is represented like a conquest cultural non renounceable. Speaking of resistance means to confront the problem of the opposed ones. This means giving an answer to the conflict question and to the problem of how to think the opposition, starting from the difference.
The national security doctrine, fights against the terrorism and the organized crime including drug traffic like elements that allow to criminalize and identify certain fellows, they have the not declared purpose, of hiding the repressive politics against the social movements, with or without military intervention. This way the agreements of bilateral or reciprocal cooperation, you declare like ideological speeches of a criminal politics of imperialistic dominance fenced by right sectors, which you/they have denominated integral security, as no other thing that the road for the denationalization and re-colonization of economics, the reduction of the low State the project of the capitalist neoliberalism and the training, unfolding of troops and logistical support to suppress any bud of rebelliousness in the subjected territories to the market globalization.
Although the capitalist system world shows up as unique and universal, the American imperialism has not achieved significant advances against the political coercive social movements of mediating resistance, military interference and repression, but it has by means of the electoral parties of central-left whose leaderships have isolated them of their support bases, thanks to an economic politics of opened markets of supports, stimulating and opening credits, in which shows up the development and the growth like panaceas of a pre-built idelogical reality from the center hegemonic of the powered world.
The social movements in Latin America perceive this like a betrayal of the center-left elites, for what they return to the only proven methods of fight and direct action: masses protests, general strikes, blockades cartwrights and lands occupation, mobilizations and dislocations.
I argue that “the state of right” is an utopia and as at the moment we are presented because there is a systematic violation of human rights, singular, social, political and constitutional. In front of this reality pre-built from the hegemonic power, the social movements are summoning to Constituent new National Assemblies.
I sustain that the social movements of resistance to the new-imperialism, are those that are facilitating the construction in another way of making political, another possible world starting from the local and cultural opposed autonomies to the neoliberal project and the imperialistic interests of the capitalist powers. For the case of the thesis that is proven, the important thing is to stand out that the social movements of resistance to the neoliberalism, and therefore, to the new-imperialism in Latin America, they are in the center in the table of the military strategists of the United States government, for what the war in our region is already getting rid, for several years (doctrine "Carter"), because our territory is prey of the apparent interests of the government from United States and the big multinationals that come in Latin America a subjected territory. In this sense the doctrine of “complete” national security is the ideological foundation of the political criminal of the State against the social movements in Latin America, as it comes off in the two cases of study: The Movement of the Rural Workers without land in Brazil (MST) and the Movement Zapatista of National Liberation (EZLN).
